As Vice President of Operations, Holly oversees the day-to-day operations at DeBartolo Development. Holly also manages both retail and multi-family projects during due diligence, entitlement, design, construction and ongoing asset management. She oversees underwriting of new real estate transactions in all market sectors and provides consulting services for a variety of DeBartolo’s clients.
Prior to joining DeBartolo, Ms. Collins-Garcia served as a Field Engineer for a design-build Structural Engineering firm. In addition, she spent 6 years working as a Project Manager and Department Manager for a nationwide engineering consultant that provides environmental and geotechnical engineering and construction materials tests services. While there, she managed projects during both the design and construction phases. Her experience there included big box retail, college dormitories, high and low rise office buildings, apartments, high rise condominiums and roadways.
At DeBartolo, Ms. Collins-Garcia has managed projects from conception to completion and works hand-in-hand with both consultants and tenants to implement design guidelines and work through construction and turnover phases. Her responsibilities have included budgeting, scheduling, contract management, document review and cost control. With her background as an engineer, she brings a different view to the project and looks for innovative ways to bring value.
Ms. Collins-Garcia’s projects at DeBartolo are broad and include a variety of retail and multifamily housing. In addition to development, Holly also works with third party property managers for the ongoing multifamily asset management of over 2,500 units.
Ms. Collins-Garcia is a registered civil engineer and licensed real estate associate in the State of Florida. She holds a Bachelor’s and Master’s degree in Civil Engineering from the University of Florida and is a member of Leadership Tampa Alumni (Class of 2003), Urban Land Institute, International Council of Shopping Centers and is a Member of ICSC’s Tampa Bay Next Generation Planning Committee.
